Installing perl in cygwin.

Bash should be installed by default,

If not - go up to this Installation Page and follow the instructions below.

To install bash, Check the very first line - it says 'it is installed'.
then do not have to install it.
else, select the first one and install it.

To Install Perl.

Click on the Perl Link in the first snapshot and install it.
